W. H. Lowe (1841-1882)
William H. Lowe, a pioneer Constable, first served under J.C. Haynes at Keremeos in 1861. In 1864, when Haynes was sent to Wild Horse Creek, Lowe was left in charge of Osoyoos. In 1865 Lowe’s status was raised to Chief Constable over the extensive territory that was under Gold Commissioner Haynes’ jurisdiction.
Lowe was engaged in a ranching partnership with Haynes. They got their start by purchasing cattle from drovers unable to pay duties at Customs. Their cattle number increased to 3,000 head and almost 21,000 acres of land acquired little by little.
In 1872, the day before Lowe’s wedding, he lost both his arms in a train accident. He was married three days later. Unable to continue his work in the civil service as Constable, Lowe was appointed Collector of Customs at the Port of New Westminster in 1873. He served there until 1880, when he settled in Keremeos. W. H. Lowe passed away in 1882.
